Justin Bieber apologizes to Bill Clinton for saying F*** Bill Clinton in a video. But just because he apologizes, is Beiber off the hook for saying the mean words and peeing into a mop bucket?

Beiber apologizes by calling former President Bill Clinton, which a Clinton aide confirmed, and then tweeted about the conversation Wednesday night.

 "@billclinton thanks for taking the time to talk Mr. President. Your words meant alot. #greatguy."

Bill Clinton reportedly said about Justin, "If that is the worst thing you have ever done, all is well."

And it's reported that Bieber offered to help out with the Clinton Global Initiative as well so save face.

But is the apology good enough for what he said and more importantly DID in the video.

TMZ obtained a video of Beiber as he peed into a mop bucket in the back of an unidentified restaurant in New York City earlier this year. Justin is laughing it up oblivious to the fact that some poor employee will have to clean up his nasty mess. He adds at the end of the video F*** Bill Clinton.

After speeding around his neighborhood with little children in his Ferrari, getting caught with drugs on his tour bus, and writing insults in the guestbook at the Anne Frank House, Justin Beiber's behavior has been more inappropriate than any teenage boy in America.

His mother doesn't think so though.

"I think it's the same with any parent of an adult child," Pattie Mallette told "Fox & Friends" during an interview Tuesday. "You know, once they turn 18, 19, and they move away from home and they start making their own decisions. The parenting style changes and you hope to still be a voice in their ear and you."

"You know, you've got to love them and encourage them and he knows what I think," she added. "He knows the things that I agree with. He knows the things that I disagree with. But he also knows the many things that I'm really proud of him for. He does a lot of great things that don't show up in the headlines."

Maybe her lax parenting style is the reason for his disgusting behavior. Get it together Beibs!
