"The overnight bus was carrying passengers from the beach resort state of Goa to Mumbai when it crashed in Ratnagiri district of Maharashtra," Mahendra Singh Pardeshi, a police official present at the site told the AP.

Pardeshi said it was unknown how many people were aboard the bus that has a capacity of 55 passengers. Local media reported that there were more than 60 passengers on the bus when it crashed into the Jagbudi river, 190 km from Maharashtra's capital Mumbai

The cause of the accident has yet to been determined.

The AP reported that the driver of the bus was one of the 15 injured.

According to India's transport department, thousands of people die each year caused by reckless or untrained drivers.

There were some foreigners onboard; one Russian national has been rescued, New Dehli TV (NDTV) reported. The police are trying to figure out if the driver was drunk or not. He has been subjected to a medical test.
