Miley Cyrus was celebrating. When in Rome you're supposed to act like a Roman. If you're accepting an award from MTV, that means celebrate your youth. If you're in the Netherlands, that means light up, it's legal. The "Bangerz" star met with the same kind of controversy as the Miley Cyrus VMAs 2013 performance.

This weekend, Miley Cyrus's song "Sledge Hammer" won the Best Video award at the MTV Europe Music Awards. Before Miley Cyrus accepted her prize, she pulled out what looked like a grade A as in Amsterdam, loosely rolled joint and started smoking. For some this made the Miley Cyrus VMAs 2013 performance seem mild.

Wearing a hot leotard and white fur jacket, Miley Cyrus took to the stage to nab the award for Best Video for her song "Wrecking Ball."  Before she launched into her acceptance speech Cyrus said "You know I couldn't fit this award in my bag, but I did find this." Miley Cyrus then pulled out what looked like a fattie.

While we're not actually sure what it was the Miley Cyrus lit up on that stage, MTV posted to its website that that Miley was "smoking weed." Although marijuana isn't actually legal in Amsterdam, the country has a relaxed policy on the marijuana use.

Miley Cyrus twerked through a performance of her hit song "We Can't Stop" to open the MTV EMAs along with a small woman in a sexy space suit. Later on in the show, Miley made it all about the voice in an emotional rendering of her award-winning "Wrecking Ball."
