The tragedy killed 18 sailors aboard the Indian submarine in India's Mumbai port. The explosions and fire was the second of two accidents for the submarine-it was also damaged in 2010 and had just resumed service.

There was no contact with any sailors after the submarine blast. The sky above the port and base lit up red after the explosion.

All 18 sailors were likely dead after the submarine exploded, an official in India said.

However, the official he spoke on condition of anonymity, as divers must still recover bodies after the submarine explosion. Still, it is thought that the intensity of the blasts and resulting fire were too great to include survivors.

"We hope for the best but we have to prepare for the worst," Admiral D.K. Joshi, the navy chief, told reporters earlier in Mumbai.

Divers have opened a hatch but not been able to enter. The explosion is thought to have come from the submarine's torpedo compartment. The fireball that emerged had nearby sailors jumping into the sea.

India's military was already under pressure due to corruption. This tragedy is likely to rock the shaky ground-or water-- it is on even further.

Defense Minister A.K. Antony said, "It's a loss to all of us. It's a tragedy," Antony told reporters in New Delhi before leaving for Mumbai to assess the situation.

A unit of watchmen who was not the normal crew were on board because the submarine was docked. After the blast, a dozen fire engines extinguished the fire in about two hours.

The Russian submarine, INS Sindhurakshak, was also hit by an explosion from a fire in the battery compartment in 2010 that killed one sailor and injured two others.

Russian ship repair company Zvyozdochka said the blasts were absolutely unrelated to its repair work.

"According to the members of our warranty group, the vessel was functioning properly and had no technical faults at the time of the incident," they said.
