Miley has attracted a lot of attention for her nudity in the video for her song Wrecking Ball, and for her infamous twerking performance at the MTV VMAs.  The Miley Cyrus Terry Richardson photoshoot hews to that sexual aesthetic.  
Terry Richardson is also famous for his sexual images as a photographer, so the pairing of Terry Richardson and Miley Cyrus for a photoshoot was guaranteed to create explosive images.

Miley has recently been dealing with criticism over her sexualized image from an unlikely source - singer Sinead O'Connor.  

Miley Cyrus claimed to have been inspired by Sinead O'Connor's video for Nothing Compares 2 U when she shot her video for Wrecking Ball.  Both videos contained close up shots of the short haired pop stars singing, although only Miley's video contained footage of naked Miley straddling a wrecking ball. That imagery and other sexualized aspects of Miley's persona drew the ire of Sinead O'Connor, who wrote an open letter to Miley warning her of the dangers of the music industry.

Sinead said:

I am extremely concerned for you that those around you have led you to believe, or encouraged you in your own belief, that it is in any way 'cool' to be naked and licking sledgehammers in your videos. It is in fact the case that you will obscure your talent by allowing yourself to be pimped, whether its the music business or yourself doing the pimping.

Nothing but harm will come in the long run, from allowing yourself to be exploited, and it is absolutely NOT in ANY way an empowerment of yourself or any other young women, for you to send across the message that you are to be valued (even by you) more for your sexual appeal than your obvious talent.

Miley appears to have brushed off the criticism on Twitter.  She compared Sinead O'Connor to Amanda Bynes, a reference to her public mental breakdown.  When Sinead responded with a second letter, Miley said she was busy but they could meet to talk.
Miley has a new documentary airing tonight and is on Saturday Night Live tomorrow night.  Her new album Bangerz is being released next week after already streaming this week.  Miley has engineered a promotional perfect storm with her image!
